1 week Can someone explain registered direct offerings in simple terms and what that means for buying and selling shares? Reddit

Was doing some searching and found that Tantech (TANH) dropped massively after consistent growth due to a $10m registered direct offering. After some research on them they sound like a company I want to invest in however I don’t really know what this means as far as what to expect next. Is it a good time to invest or could this mean more loss in the future?
