Ukrainian Brigade Commander Detained Over Alleged Civilian Killings, Raising Scrutiny of High-Profile Military Unit

MARKET INSIDER – The former commander of Ukraine’s 155th Independent Mechanized Brigade has been placed in pre-trial detention as authorities investigate allegations that he ordered the kidnapping and killing of two civilians, in a case that has drawn widespread attention across Ukraine and renewed scrutiny of one of the country’s most prominent military formations.

A court in Kyiv Oblast on July 14 ordered Stanislav Luchanov, the brigade’s former commander, to remain in custody for 60 days without bail while prosecutors investigate allegations involving the disappearance and deaths of brothers Maksym and Roman Moseychuk.

Investigation Centers on Alleged Kidnapping and Murder

According to Ukrainian prosecutors and police, the investigation began after a dispute in June between one of the Moseychuk brothers and a woman in Kyiv Oblast over loud music and motorcycle noise. Ukrainian media identified the woman as Luchanov’s wife, Daria Luchanova.

Investigators allege that after learning about the confrontation, Luchanov demanded an apology from the brothers. When they refused, several servicemen from the 155th Brigade allegedly abducted the two men from their home at gunpoint and transported them to another region.

Prosecutors claim that on July 1, Luchanov instructed battalion commander Oleksiy Dolgolenko to kill the brothers. According to court documents, Maksym Moseychuk was taken to a military training area near Poltava, where he was allegedly shot multiple times. Roman Moseychuk was later brought to the same location and also fatally shot. Investigators say both bodies were buried in a pre-dug grave.

The victims’ family reported the brothers missing on July 3, prompting a police investigation. Authorities later found signs of violence at the family residence, including damaged surveillance equipment and evidence of gunfire.

Police subsequently arrested Luchanov along with nine other servicemen from the brigade. Investigators said one suspect cooperated with authorities and led officers to the burial site in a forested area of Poltava Oblast, where the bodies were recovered.

Commander Denies Allegations

During court proceedings, Luchanov denied the accusations, stating that he had never met the victims and was on leave when the alleged crimes occurred, making it impossible for him to have issued orders to subordinates.

Although he rejected the allegations, Luchanov did not oppose the court’s detention order and said he would cooperate fully with investigators.

The case remains under active investigation, and no verdict has been reached.

Zelensky Calls Case a “Terrible Tragedy”

President Volodymyr Zelensky described the incident as a “terrible tragedy” on July 13, pledging that everyone responsible would be held accountable.

Ukraine’s Interior Minister Ihor Klymenko said investigators reviewed dozens of surveillance videos, tracked vehicle movements, and collected extensive forensic evidence in an effort to reconstruct the events surrounding the case.

Spotlight Returns to the 155th Independent Mechanized Brigade

The investigation has intensified public attention on the 155th Independent Mechanized Brigade, a unit created in March 2024 as part of Ukraine’s effort to expand its armed forces amid ongoing conflict with Russia.

Often referred to as a “French-standard brigade,” the formation received significant support from France, including combat training and deliveries of Western military equipment such as CAESAR self-propelled howitzers, AMX-10RC reconnaissance vehicles, and VAB armored personnel carriers.

The brigade also later integrated with a battalion equipped with Polish-supplied Leopard 2A4 main battle tanks before being deployed to the Pokrovsk sector in eastern Ukraine.

Previous Challenges Before Deployment

Even before entering combat, the brigade attracted attention after reports that approximately 1,700 recruits deserted during a nine-month training program conducted in Ukraine, Poland, and France.

Following its deployment in late 2024, the unit reportedly suffered significant casualties while operating near Pokrovsk in Donetsk Oblast.

The brigade has since faced additional internal investigations and disciplinary issues, making the current criminal investigation one of the most serious controversies involving the unit to date.

The investigation into the alleged killings remains ongoing, and Ukrainian authorities have not announced when formal trial proceedings may begin. All suspects are presumed innocent unless proven guilty in court.
